SUPPORT UKRAINE: STRONGER, FASTER, MORE

On the Occasion of the NATO Summit in The Hague
June 25, 2025


To the Heads of State and Government of the NATO member states,

As members of the russian democratic civil society in exile, we join forces with all like-minded individuals to amplify the calls of Ukrainians and their allies for a stronger, faster, and more determined response to Russia’s war of aggression. We want to emphasize the importance of continued support from NATO’s European members and their allies.  

Ukraine is not only defending its own land, freedom, and sovereignty. It is holding the front line of Europe’s security, fighting a terrorist regime that threatens global stability. The Russian regime has made it abundantly clear that it seeks the destruction of Ukraine’s independence and will pursue that goal until stopped by overwhelming force.  

We call on NATO to take decisive action on the following points:

1. All-encompassing Support for Ukraine

Ukraine requires support in digital and conventional warfare. Therefore we urge you, firstly, to provide comprehensive military, technological, and logistical assistance to Ukraine. Every delay costs lives and strengthens the aggressor. Secondly, Europe and Ukraine need robust and coordinated defense mechanisms against cyberattacks, sabotage, disinformation, political bribery, election interference, and energy blackmail. Last but not least, any war is fed by money. Therefore Europe must take the lead in building resilience by extending and enforcing sanctions not only on the Russian state, but on the oligarchs, corporations, and political enablers who fund the war and benefit from it. 

2. Prepare NATO for modern challenges

We urge the European NATO members and their allies to shoulder more responsibility for their own defense. That means increased investment, strategic cooperation and coordination, as well as production of modern weaponry across the continent. The threats of today and tomorrow must be met with progressive, well-planned and effective counter-measures. NATO needs to be equipped with the cutting-edge technology and tactics necessary for 21st-century warfare. Hindrances to military technological innovation must be removed.

3. Designate Russia and Its Allies as Terrorist States

Russia’s systematic targeting of civilians, torturing of prisoners, attacking non-military infrastructure and overall neglect of the International Humanitarian Law demand clear political and legal consequences. We need to stop treating the Kremlin as a defender of Russia’s legitimate interests and recognize its terrorist nature.

We urge you to act not just in the name of political interest, but in the name of justice. Ukraine’s victory is Europe’s security. There is no room for half-measures.
